To moderate the Avatar RPG and the Council and to keep the site orderly, the Avatar RPG hereby establishes the
Central Committee to act as the site's sub-government. The Central Committee
consists
of a Commissar of Foreign Affairs, a Commissar of Application
Administration, a Commissar of Recruitment and Education, and a
Commissar of Law Enforcement
Central Committee: CoFA, CoAA, CoRE, and CoLE

The Commissar of Foreign Affairs is charged with the duties of
organizing our current relationships with other alliances, including
negotiating affiliations, representing the Avatar RPG to other sites, and to ensure that the site prospers from a diplomatic
viewpoint.


The
Commissar of Application Administration is charged with the duties of
organizing and approving applications, although all council members may
approve or deny an application, the Commissar of Application
Administration may over-rule any approval, something that no other
council member may do, and can also add on to the character template,
as long as it does not face opposition against the majority of the
site, and their views.

The Commissar of Recruitment and Education is charged with the duties
of producing an adequate recruitment program to ensure a steady flow of
new
members to the site, creating guides to educate new members of the site
on the site mechanics of Role-Playing as well as the show: Avatar,
ensuring that new members
understand the various positions and roles of the site, and working
to ensure that the site prospers in education and recruitment.

The Commissar of Law Enforcement is the head of banning among the Avatar RPG.
He or she will be elected by the members of the Avatar RPG.
The
appointment may not be over-ruled by anyone or any power, unless the
elected person chooses to become inactive, becomes inactive, or does
his job poorly. The decision on whether or not this is true, will be
judged by a minimum of 5 complaints and after that there will be a
second poll to either keep the current CoLE or to elect a new one.
The
CoLE is to organize the members that are banned, come up with plans on
punshiment to those who break rules, and to make sure the rules are
followed. The CoLE is allowed to over-ride a ban, un-ban, but not a
kick or warning. They are also in charge of unbanning at the right time
and keeping track of such information.
